USRF welcomes proposals for one-time programs in entrepreneurship, economic development and the rule of law from Russian, US, or international NGOs, as well as Russian government institutions. Proposals should be submitted in both English and Russian and should not exceed 10 pages in length. The standard USRF application form must be completed in both Russian and English.
The amount requested from USRF must be for less than $100,000 and the proposal must indicate the level of Russian co-funding.
USRF will accept one-time proposals four times a year. Due dates: August 15, November 15, February 15, and May15.
Proposals will initially be reviewed by USRF staff and, if appropriate, by outside experts. Qualifying proposals in the area of rule of law will go to the Law Advisory Council for further review. All unsolicited proposals deemed worthy will then be forwarded with a recommendation to the Grants Committee for their vote.
Applicants will be notified of decision of the Grants Committee within six to eight weeks of the due date.
For programs over $100,000, USRF will issue “calls for proposals.” Russian, US, or international NGOs, as well as Russian government institutions will be eligible to apply. Applicants will need to show co-funding from a Russian institution or organization in order to be eligible for USRF funding.
