On November, 2-3 2009 US experts on administrative disputes resolution (particularly, tax disputes) visited Moscow, Russia.
The team of American experts consisted of Judge Stephen Williams (U.S. Court of Appeals for the D.C. Circuit), Sarah Hall Ingram (IRS Commissioner for Tax Exempt and Government Entities; former Chief, IRS Appeals), John A. DiCicco (Acting Assistant Attorney General for the Tax Division, United States Department of Justice), Judge David Laro (United States Tax Court), Marlene Laro (international tax attorney, Washington, D.C.)
On November, 2 2009 experts participated in the conference on the improvement of pretrial procedures of administrative disputes. The conference was organized by the Supreme Commercial (Arbitration) Court of the Russian Federation. Leading lawyers, scholars and interested public officials attended the conference. On November, 3, 2009 experts participated in roundtables with representatives of the Ministry of Finance and the Federal Tax Service of the Russian Federation. Both sides discussed such issues as administrative appeals procedures in tax disputes, interpretation of the tax law in Russia and in the US, use of some legal concepts in Russian practice.
As the topic of using administrative appeal mechanisms for tax disputes resolution is of great interest for the Russian government, it is planned that in January 2010 there will be a visit of Russian experts to the US to learn about the American system in more details.
